This is not an issue, but a well documented limitation of the toolset regarding custom phenotypes and plt wings and tails.

The texture for PLT wings and tails does not render in the toolset, appearing white. The texture renders correctly in game.

The planetar uses the enlarged phenotype to render its size. However, for some reason, if using the toolset's model viewer, the model is rendered using the "fat" phenotype (phenotype 2 as opposed to 20). Apparently it only reads a single digit. Thus when you paint the planetar in the toolset, her size appears to increase. This is to be expected, as the toolset is now rendering the model with the correct "enlarged" phenotype.

As documented by Bioware, the head for any model using a custom phenotype will render in the toolset using a metalic texture. However, the head texture renders correctly in game.
